Government Transfer TA/DA Documents: Build a Clear, Verifiable Claim File
Quick answer: A strong government-transfer claim file shows one continuous, truthful chain: the employee was officially transferred; an eligible journey or relocation expense occurred; a real supplier performed the stated service; the amount billed matches the amount paid; the goods or vehicle moved between the stated places; delivery occurred; and the claim was submitted in the required form and time. No single checklist fits every department, State, bank, PSU or service.
Documents do more than prove that money changed hands. They connect authority, route, dates, inventory, supplier, payment and delivery. If one link is missing or contradicts another, an otherwise genuine expense can attract an accounts query.
This page is about evidence and claim-file preparation. It does not calculate Central Government entitlement or Tamil Nadu State entitlement. Civilian Central Government employees can check the separate 7th CPC transfer rules guide; State employees should identify the applicable order through the Tamil Nadu Government transfer guide.
Get the office checklist first. Before requesting quotations, ask your administrative section, DDO, accounts office, HR unit or competent authority for the current claim form, prior-approval rule, quotation requirement, permitted document format and deadline. A blog or mover cannot prescribe a universal Government form.
What is the evidence chain for a transfer claim?
A practical transfer file can be organised in six parts. The names are not official Government form names; they are a filing method that makes review easier.
| File section | Question it should answer | Typical evidence, where applicable |
|---|---|---|
| A. Authority | Why did this move or journey happen? | Transfer/posting order, amendment, prior approval, relieving and joining records |
| B. Eligibility context | Which employee, family member, route and component are being claimed? | Employee details, Pay Level/grade confirmation if required, family declaration, sanctioned mode or scope |
| C. Procurement and scope | What service was proposed and selected? | Quotation, comparison statement, approval/work order, inventory and agreed inclusions |
| D. Movement | What actually travelled, from where, to where and how? | Tickets, packing list, LR/consignment note, carrier details, vehicle condition record |
| E. Money and completion | What was supplied, billed, paid and delivered? | Final invoice, receipt, bank/UPI/card evidence, delivery acknowledgement, exception record |
| F. Submission | Was the prescribed claim correctly filed and received? | Claim form, component summary, declarations, advance adjustment and submission acknowledgement |
Not every record in the table is mandatory for every employee. A department may use an online workflow, require originals, accept digitally signed invoices, ask for multiple quotations or use a prescribed certificate instead. The file method helps you ask the right questions without pretending those questions have one answer for every service.
Step 1: obtain written requirements before spending
The most expensive documentation mistake often happens before the move: the employee books first and asks about procedure later. Send a short written request to the relevant office. Ask:
- Which rule, office memorandum, Government Order or organisation policy applies to this transfer?
- Is prior sanction needed for household-goods or vehicle transport?
- Must I obtain a specific number of comparable quotations?
- Does the office prescribe a supplier condition, bill format, GST detail or payment method?
- Is an LR, consignment note, e-way document, weight record or vehicle number required for my facts?
- Should household effects and car/bike transportation be shown separately?
- Which original documents must be submitted, and which digital records are acceptable?
- What is the claim deadline and what event starts it?
- How should an advance, part payment or family journey on a different date be shown?
- Who can approve a changed route, delayed move or altered scope?
Save the reply in the claim folder. If the instruction is given orally, write a dated note of the person, section and issue discussed, then request confirmation for any point that affects significant expenditure. For broader service planning, the government relocation service page and government employee moving overview can help frame the scope you need to describe.
Does every government employee need three quotations?
No universal “three quotation” rule can safely be stated for every ministry, Tamil Nadu department, bank or PSU. Some offices require comparison or prior approval; others follow a different process. Ask before booking. If multiple quotes are required, give each provider the same inventory, route, access facts and requested services so the comparison is meaningful. The quote-comparison guide shows how to normalise inclusions and exclusions.
Step 2: preserve the transfer-authority records
The authority section connects every later expense to the official transfer. Depending on the employer’s process, retain the transfer or posting order, any corrigendum, extension or cancellation, relieving order or certificate, joining report or acceptance, sanctioned joining-time record, employee number and prior approval.
Check the spelling of the employee’s name, designation, old station, new station, effective date and order number. If a later amendment changes the new office or reporting date, keep both the original and amendment. Do not silently replace the first document, because the sequence may explain why tickets or a mover quotation carry an earlier date.
Where the family shifts later, or goods are dispatched after the employee joins, retain the written permission or explanation required by the governing rules. This page does not prescribe that such a delay is admissible; it shows how to preserve the administrative context if it is permitted.
Step 3: make the quotation a usable pre-move record
A quotation is not a final invoice, but it fixes the proposed scope before loading. A useful quotation should identify the real customer, pickup and delivery locations, proposed date or window, household size or inventory basis, packing scope, transport arrangement, loading/unloading responsibility, dismantling or reassembly, vehicle transport if any, storage if any, taxes as applicable, total price, exclusions and payment schedule.
Vague descriptions such as “shifting charge – ₹45,000” make comparison and later reconciliation difficult. Ask for enough detail to understand what changes if the inventory, floor access or destination changes. The pages on house shifting in Madurai, packing and unpacking and loading and unloading explain common service boundaries. If the order arrives early, the booking-lead-time guide can help schedule the survey before documents become urgent.
Record origin and destination precisely
Use the actual residential pickup and delivery addresses where the form or quotation calls for them, while the Government order may separately identify the official stations. Do not force every record to use one label if the facts differ—for example, a residence in one locality and an office in another. Explain the relationship rather than creating false consistency.
For a route such as Madurai to Chennai or Madurai to Bengaluru, the quotation should identify the endpoints actually being serviced. A route page is useful for operational planning but is not evidence of the employee’s authorised transfer.
Step 4: build an inventory that can survive a query
An inventory shows what the quotation was based on and what was handed over. It need not describe every spoon individually, but it should be specific enough to reconcile the move. Useful categories include furniture, major appliances, electronics, cartons of clothes, books, kitchenware, fragile articles and any separately handled item. A shorter supplier-document companion is available in the Madurai government-move document checklist; this page remains the full claim-file workflow.
Number cartons and connect those numbers to the packing list. “Carton 14 – books – heavy” is more useful than “miscellaneous”. Note pre-existing damage to furniture or appliances. For high-value or fragile items, include a condition note and photographs. The house-shifting checklist can help identify overlooked rooms, while the non-packable-items guide helps keep prohibited or unsuitable goods out of the load.
Inventory list versus packing list
An inventory describes the goods or grouped articles included in the move. A packing list records how those goods are packed—often by carton or package number—and can include handling notes. One combined document may serve both purposes if it is clear. The employee should not invent a weight or quantity solely to approach an entitlement ceiling.
Before loading, compare the final inventory with the quoted inventory. If an extra cupboard, appliance or twenty cartons are added, obtain a written scope and price change. The before-packers-arrive guide reduces these last-minute differences.
Step 5: understand the LR or consignment record
An LR—often called a lorry receipt—or another consignment note records the transport movement. Terminology and legal form can vary with the service and carrier. Where issued or required, check the consignor and consignee, origin, destination, date, description or package count, vehicle or consignment reference and acknowledgement terms.
An LR is not the same as an invoice. The LR supports movement; the invoice supports the service and amount billed. A delivery acknowledgement supports completion. One document cannot always perform all three roles. If your office says an LR is mandatory, tell the mover before booking and confirm the format the supplier can genuinely issue.
Never ask for a retrospective LR showing a vehicle, date or consignment that did not exist. If a genuine document contains a typographical error, use a traceable correction process discussed later in this guide.
Step 6: check the final invoice before paying the balance
The final invoice should reflect the service actually supplied. Depending on the transaction and the office requirement, check:
- Supplier’s legal or trade name and contact details.
- Invoice number and date.
- Customer name and billing particulars requested in advance.
- Actual origin and destination or a clear service description.
- Household-goods transport, packing or handling scope as actually supplied.
- Separate vehicle-transport description where relevant.
- Tax particulars that lawfully apply to that supplier and supply.
- Subtotal, tax, advance, balance and final total that reconcile.
- Reference to quotation, work order or consignment where helpful.
A GST invoice is a tax document, not proof that a Government expense is admissible. Conversely, entitlement is not authority to choose or dictate a tax rate. If the department requires particular tax details, obtain that instruction and ask the supplier to issue the lawful document for the actual supply. The site’s GST invoice guide for transfer moves provides a focused bill-review checklist without promising claim approval.
Quotation, pro-forma invoice, final invoice and receipt
| Record | Usual purpose | Why it cannot automatically replace the others |
|---|---|---|
| Quotation/estimate | Proposed service and price before supply | It does not prove final supply, delivery or payment |
| Pro-forma invoice | Advance request or preliminary commercial statement | It is generally not the final tax invoice for completed supply |
| Final invoice | Records the service actually billed | It may not prove that the customer paid |
| Receipt | Acknowledges payment received | It may not contain the complete service and tax description |
| Bank/UPI/card record | Shows traceable payment movement | It needs to be connected to the correct invoice and supplier |
Step 7: create a clean payment trail
Payment evidence should reconcile with the invoice. If the quoted price is ₹50,000, an advance of ₹10,000 is paid and the final invoice becomes ₹54,000 after an agreed scope change, the file should show the change, ₹10,000 advance and ₹44,000 balance. A bank debit alone does not explain a difference.
Prefer a traceable payment method if the office requires it. If payment is split, keep proof for each part and obtain a receipt or invoice notation showing the total settled. Check that the beneficiary identity can be connected to the invoicing supplier. If it cannot, ask for a legitimate explanation before paying, not after submitting the claim.
Never create a false paper trail. Do not request an inflated bill, a backdated receipt, a false vehicle number, invented cartons or a payment entry that did not occur. A Government reimbursement claim concerns public money. Corrections must preserve the original transaction history.
Step 8: preserve journey evidence separately
Employee and family travel is a different claim component from movement of household goods. Depending on the applicable rules and office procedure, retain tickets, e-tickets, permitted booking proof, boarding passes where required, payment confirmation, cancellation or refund records, route and dates, and eligible family details.
If family members travel on different dates, do not combine them into an invented single journey. If a ticket is cancelled and replaced, retain both the cancellation/refund trail and the replacement. The governing rule decides admissibility; the file should simply present what actually happened.
Step 9: keep vehicle-transport evidence distinct
Where car or two-wheeler transportation is claimed and permitted, the office may ask for the registration certificate, ownership link, quotation, invoice, payment record, pickup condition sheet, photographs, odometer and fuel reading, carrier or movement details and delivery condition acknowledgement. Confirm the exact set rather than assuming every item is compulsory.
Separate service descriptions help prevent household goods and vehicle movement from becoming an unexplained combined amount. Practical requirements differ for car transport from Madurai and bike transport. The bike-document checklist and car-document checklist address handover records; they do not determine Government eligibility.
Step 10: follow a move-day evidence routine
Before loading starts
- Save the final agreed quotation and inventory.
- Photograph fragile and high-value goods and existing marks.
- Confirm carton numbering and note items carried personally.
- Record the pickup date, address and agreed scope.
- Obtain the transport or consignment record where applicable.
At dispatch
- Retain an acknowledged inventory or dispatch record.
- Record any change in goods, price, vehicle or date in writing.
- Save proof of every move-day payment.
- Keep the coordination contact and consignment reference.
At delivery
- Count packages before signing an unconditional completion record.
- Note visible shortage or damage on the delivery document.
- Take photographs before packaging is discarded.
- Obtain the final invoice, receipt and delivery acknowledgement.
- Reconcile the final total with all payments.
This is an evidence routine, not a full packing or family-move timeline. For the physical tasks before and after loading, use the Tamil Nadu employee house-shifting execution guide or the general moving-day checklist.
Delivery, shortage and damage records
A signed “received in good condition” acknowledgement can conflict with a later claim of visible damage. Inspect before signing. If full checking is impossible immediately, follow the supplier’s legitimate exception process and note package-level concerns clearly. Do not exaggerate damage; record the item, carton number, visible condition, date and photographs.
Keep damaged packing until the issue is documented if safe to do so. Notify the provider and insurer, where applicable, within the relevant terms. The moving-insurance guide explains the difference between service documentation and insurance coverage. A damage claim and a Government TA claim may need different records.
How to reconcile the file before submission
Use a one-page reconciliation sheet. Its purpose is to help the reviewer follow the evidence, not to create a new entitlement.
| Claimed component | Authority/reference | Amount claimed | Invoice/ticket reference | Payment reference | Completion proof |
|---|---|---|---|---|---|
| Employee journey | Transfer order and applicable rule | Enter actual claim | Ticket number/date | Transaction reference | Journey evidence required by office |
| Family journey | Eligible-family basis | Enter actual claim | Separate tickets/dates | Transaction reference | Required journey proof |
| Household effects | Approved scope/entitlement | Enter actual claim | Invoice and LR/consignment | Advance plus balance | Delivery acknowledgement |
| Eligible conveyance | Approval/entitlement | Enter actual claim | Vehicle invoice/reference | Transaction reference | Vehicle delivery record |
Then check six types of consistency: names, dates, places, amounts, supplier identity and package/vehicle details. A difference is not necessarily wrongdoing; it may have a valid explanation. Put the explanation and approval beside the discrepancy instead of hoping the reviewer will infer it.
How to correct a genuine document error
If a supplier misspells the destination or invoice name, do not edit the PDF yourself. Ask the issuer for a lawful corrected invoice, credit note, revised document or signed correction method appropriate to the record. Preserve both versions and the correspondence. For an administrative record, use the issuing office’s correction process.
Never overwrite a date or amount in an image-editing app. A traceable correction is stronger than a cosmetically perfect but unauthorised document. If the move scope changed, record the change as a change; do not make the original quotation appear to have contained it.
Digital file naming and backup
Scanning is most useful when files can be found quickly. Use a fixed naming pattern:
- 01-authority-transfer-order.pdf
- 02-authority-amendment.pdf
- 10-quote-provider-a.pdf
- 20-inventory-final.pdf
- 21-lr-consignment-1234.pdf
- 30-invoice-458.pdf
- 31-payment-advance.pdf
- 32-payment-balance.pdf
- 40-delivery-acknowledgement.pdf
- 50-claim-submission-receipt.pdf
Keep at least two digital copies in separate locations and retain physical originals until the claim, audit and any objection period are safely over under the applicable office policy. Ensure scans are complete, upright and readable. A blurred UPI screenshot without payee, amount or transaction reference may be less useful than the downloadable statement.
Protect personal and official information
A claim file can contain employee numbers, family details, addresses, travel plans, bank references and vehicle records. Share only what the recipient legitimately needs. Do not send the whole transfer order or identity document to several unknown movers merely to obtain a price. A service provider usually needs the route, inventory, access facts, customer name and requested billing fields—not unrelated confidential pages.
When comparing providers, first use the checks in the mover verification guide and the moving-scam warning guide. Redact non-essential identifiers from working copies while retaining unredacted originals for the authorised Government process.
Claim timing: record the correct trigger date
For civilian Central Government claims covered by the Department of Expenditure O.M. dated 13 March 2018, the stated period is 60 days after completion of the relevant journey. Separately performed employee and family journeys are counted separately. For transportation of personal effects and conveyance, the order counts from actual delivery at the new station.
That is a specific Central rule, not a universal deadline for every State, bank or PSU. Record journey and delivery dates accurately, then confirm the deadline under your own instrument. Do not assume the invoice date starts the clock. Submit early and keep evidence of the date the controlling officer, Head of Office, portal or designated section received the claim. The separate house-shifting reimbursement explainer helps distinguish claimed cost from admissible cost.
A practical claim-file assembly order
- Prescribed claim form and checklist.
- One-page component and amount summary.
- Transfer/posting authority and amendments.
- Relieving, joining and prior approvals as required.
- Employee/family journey evidence, arranged by traveller and date.
- Quotation comparison and sanction, where applicable.
- Final inventory and packing/dispatch record.
- LR or consignment evidence, where applicable.
- Household-goods invoice, receipt and payment trail.
- Vehicle-transport set, kept as a distinct section.
- Delivery acknowledgement and exception/damage record.
- Advance adjustment, declarations and explanations.
- Submission acknowledgement.
Number the pages or create a clickable PDF index if the office accepts a digital packet. Do not staple irreplaceable thermal receipts in a way that hides text; scan them promptly because they can fade. If the office requests originals, retain a complete scan of exactly what you handed over.
Common mistakes that weaken an otherwise genuine file
- Booking before learning that prior approval or comparison was required.
- Submitting an estimate instead of a final invoice.
- Having an invoice total that does not reconcile with payments.
- Using different names, routes or dates without an explanation.
- Paying an unrelated personal account with no link to the supplier.
- Combining household goods and a vehicle into one unexplained line.
- Failing to record a major inventory or price change before loading.
- Signing clean delivery despite visible shortage or damage.
- Keeping screenshots but losing the source ticket, invoice or statement.
- Sharing confidential documents more widely than necessary.
- Missing the applicable submission date or keeping no receipt of submission.
- Assuming a mover can certify entitlement or guarantee reimbursement.
For price-scope problems that often create document mismatches, read the hidden moving charges guide and pre-booking questions. For urgent relocation, the Government transfer packing checklist can support the physical work without replacing this evidence file.
Document-retention checklist after reimbursement
- Keep the final claim packet and submission acknowledgement together.
- Record the amount sanctioned, deductions and date credited.
- Preserve any objection memo and your response.
- Retain original invoices, tickets and payment evidence for the period required by policy or audit.
- Keep the supplier and consignment reference until delivery, damage and payment matters are closed.
- Do not destroy records merely because reimbursement has reached the bank.
- Delete unnecessary copies held on shared devices once retention and backup obligations are satisfied.
If the move includes temporary storage, retain the storage agreement, intake inventory, period, payments and release/delivery record, but confirm separately whether that cost is admissible. Operational options are described on the Madurai storage page. For small, unaccompanied consignments, the parcel service page explains a different service type that must not be described as a full household move if it was not one.

Frequently asked questions
What is the single most important document for a transfer claim?
No one document proves the whole claim. The transfer order establishes authority, while tickets or transport records establish movement, invoices establish the billed service, payment records establish settlement and delivery records establish completion. The strength is in the connected chain.
Are original receipts always required?
It depends on the governing rules and office process. Some systems accept digitally verifiable records; others require originals or prescribed certificates. Preserve both readable scans and physical originals until the competent office confirms otherwise.
Is a quotation enough for reimbursement?
Usually a quotation only shows the proposed scope and price. It does not prove that the service occurred, was finally billed, was paid or was delivered. Follow the exact document list issued by your office.
What if the invoice is higher than the quotation?
Document the legitimate reason, such as a recorded inventory or access change, and obtain any approval required by the office. The revised total, invoice and payment evidence should reconcile. Never alter the original quote after the event.
Do I need an LR for household-goods transport?
An LR or consignment record may be required by the office or issued for the transport arrangement, but no universal answer covers every service. Ask before booking and ensure any document issued states the real consignment, route and date.
Can a bank statement replace a receipt?
A bank statement proves a payment movement, while a receipt links acknowledgement to the supplier and invoice. One may not automatically replace the other. Submit the combination required by your organisation.
Should bike or car transport be billed separately?
Separate scope and evidence often make the vehicle component easier to review, but the employer’s written requirement controls. At minimum, the file should make the vehicle service and payment identifiable.
What should I do if the mover made a spelling error on the invoice?
Ask the issuer for a traceable, lawful correction or revised document. Keep the original, corrected version and correspondence. Do not edit the invoice image or PDF yourself.
Can I submit photographs as proof of moving?
Photographs can support inventory, condition and delivery, but they do not normally replace the prescribed invoice, transport record, payment proof or claim form. Use them as supporting evidence where relevant.
How long should I keep transfer-claim documents?
Keep them through claim settlement, objection handling and the retention or audit period specified by your employer. Because policies vary, obtain the applicable period from accounts rather than deleting records after payment.
What date starts the Central Government 60-day period for personal effects?
The Department of Expenditure’s 13 March 2018 order states that the period for personal effects and conveyance runs from actual delivery at the new station. That is a Central rule; other employers may have different provisions.
Can a mover guarantee that accounts will approve my TA/DA claim?
No. The mover can document a genuine service. Entitlement, admissibility, required forms and sanction belong to the competent Government or employer authority.
Should I give my full transfer order to every mover quoting?
Usually only relevant service and billing details are needed at the quotation stage. Protect employee, family and official information. Share additional records only where legitimately necessary and with a provider you have verified.
Request a quotation that reflects the real move
Share the actual route, inventory, access details and the billing fields your office has confirmed with Packers and Movers Madurai. The company can discuss packing and transport scope and issue transaction records for services actually supplied; your department decides reimbursement.
