7th Pay Commission Transfer Rules: TA, CTG, Personal Effects and Vehicle Entitlement
Quick answer: Under the Central Government framework implementing the Seventh Central Pay Commission, transfer travelling allowance is not one single payment. For an eligible civilian Central Government employee, it may comprise four separately regulated heads: travel for the employee and eligible family, Composite Transfer Grant (CTG), transportation of personal effects, and transportation of an eligible conveyance. Pay Level, transfer distance, change of residence, the reason for transfer and department-specific conditions can all change what is admissible.
A transfer order can create two very different questions. The first is financial: “What does the applicable Government rule permit?” The second is operational: “How will my family and belongings actually move?” This page answers the first question for civilian Central Government employees governed by the relevant Central rules. The separate transfer house-shifting guide handles the physical move.
The distinction matters because a mover’s quotation is a commercial price, while a Government entitlement is a rule-based ceiling or allowance. A quotation of ₹70,000 does not make ₹70,000 reimbursable. Equally, an entitlement ceiling of a larger amount does not permit an inflated or fictional invoice. The admissible claim depends on the order that applies to the employee, actual circumstances, expenditure and supporting evidence.
Scope warning: Central 7th CPC transfer rules should not be copied into a Tamil Nadu State Government, Railway, Armed Forces, public-sector bank, PSU or autonomous-body claim without confirming that organisation’s own rules or adoption orders. Tamil Nadu employees should start with the Tamil Nadu Government employee transfer rules guide.
What does transfer TA include under the 7th CPC framework?
The Department of Expenditure’s 13 July 2017 order identifies four components of travelling allowance on transfer. Treating them separately prevents the most common calculation error: assuming that CTG alone is the complete relocation benefit.
| Transfer-TA component | What it addresses | Main question to verify |
|---|---|---|
| Employee and family travel | Permitted travel for the employee and family members recognised by the applicable rules | Who is eligible, by what class and mode, and on which journey dates? |
| Composite Transfer Grant | A lump-sum grant linked to last month’s Basic Pay and transfer circumstances | Is the normal, island or short-distance/same-city provision applicable? |
| Transportation of personal effects | Movement of admissible household belongings within the Pay-Level-linked structure | What weight/category and road or rail basis applies? |
| Transportation of conveyance | Movement of an eligible car, motorcycle, scooter, moped or bicycle, depending on Pay Level | Is the conveyance eligible and what conditions govern its transport? |
These heads are different from the monthly Transport Allowance that may appear on a salary slip. Monthly Transport Allowance concerns normal travel between residence and duty. Transfer TA concerns an authorised transfer and change of station or residence under the governing rules.
Who can rely on these Central Government rules?
The principal order applies to civilian Central Government employees governed by the corresponding Central Government travelling-allowance framework. The order itself notes that separate orders are issued by the Ministries of Defence and Railways for Armed Forces personnel and Railway employees. That statement is a boundary, not a technicality.
Before calculating anything, identify the employer and rule source. A ministry employee, a Southern Railway employee, a CAPF member, a nationalised-bank officer and an employee of a Tamil Nadu department may all describe their relocation as a “government transfer”, but their entitlement instruments need not be identical. The site’s focused pages on Railway employee relocation, Defence and CAPF moves and bank employee transfers explain the practical distinction.
Employees of an autonomous body or PSU should ask for the organisation’s adopted rule, HR circular or board-approved policy. A Central Government order found online is not automatically binding on every publicly owned organisation. The same care is needed for deputation, temporary transfer, own-request transfer and transfer otherwise than in public interest.
A five-question eligibility check before calculating a claim
- Which service rules govern you? Obtain the current order or written confirmation from administration, the DDO or accounts office.
- What is the character of the transfer? Check whether it is in public interest, administrative, on request, temporary or under another special provision.
- What Pay Level and Basic Pay apply? Use the Pay Level and last month’s Basic Pay recognised by the order, not gross salary or take-home pay.
- What are the old and new stations and is residence changing? Distance and an actual change of residence are especially important for CTG.
- Are there later or department-specific instructions? A special-region order, departmental adoption or procedural circular may modify how the general table is applied.
Do this before buying high-value tickets or selecting a moving package. The government employee house-shifting overview can help organise the relocation conversation, while entitlement confirmation remains with the competent Government authority.
Employee and family travel entitlement on transfer
For a journey on transfer, the 2017 Central order applies the domestic tour travel entitlement, subject to the general transfer conditions. The principal class-of-travel table is below. “Family” is not a casual label for every person travelling with the employee; eligibility follows the definition and conditions in the applicable rules.
| Central Pay Matrix level | General domestic travel entitlement stated in the 2017 order |
|---|---|
| Level 14 and above | Business or Club Class by air, or AC First Class by train |
| Levels 12 and 13 | Economy Class by air, or AC First Class by train |
| Levels 6 to 11 | Economy Class by air, or AC Two Tier by train |
| Level 5 and below | First Class, AC Three Tier or AC Chair Car by train |
This table does not answer every ticketing question. Permitted booking channels, air-travel instructions, travel to a place not connected by rail, routes, authorised class downgrades, separate family journeys and unused or refunded tickets may have their own conditions. Obtain written guidance before choosing a costlier route or mode merely because it appears convenient.
What if the employee and family travel on different dates?
Separate travel dates do not by themselves prove or disprove admissibility. They do, however, create separate factual journeys that must satisfy the applicable time and family conditions. The Department of Expenditure’s claim-timing order also counts the submission period separately for journeys undertaken separately by the employee and family members. Ask the office how delayed family travel should be shown in the claim rather than combining dates into one artificial journey.
What if the family does not move immediately?
Joining first and moving the family later is common when school, medical, rental or quarters arrangements are unsettled. Do not infer an entitlement from common practice. Confirm the permitted period, family definition, route and any special-region rule with the controlling authority. Operationally, a staged move may mean a smaller first consignment and a later family move; the storage and warehousing service page explains temporary holding options without suggesting that storage cost is reimbursable.
Composite Transfer Grant: the normal 80% rule
For a normal qualifying transfer involving a change of station of 20 kilometres or more, CTG is 80% of the employee’s last month’s Basic Pay. The 2017 order defines “Pay Level” by reference to the CCS (Revised Pay) Rules, 2016 and treats Basic Pay for this purpose without simply adding DA, NPA, MSP, special pay or other allowances.
CTG calculation example
An eligible employee’s last month’s Basic Pay is ₹56,900. The transfer is in public interest, the stations are more than 20 km apart and the normal rule applies.
₹56,900 × 80% = ₹45,520 CTG.
₹45,520 is the CTG component. It is not a substitute for separately admissible employee/family travel, transportation of personal effects or eligible conveyance transportation.
Gross salary is the wrong starting figure. Suppose Basic Pay is ₹56,900 but gross monthly earnings are higher after DA and other allowances. Applying 80% to gross pay would overstate CTG. Conversely, deducting income-tax, loan instalments or other recoveries to use net salary would understate the prescribed base.
CTG for Andaman and Nicobar Islands or Lakshadweep
The principal order provides CTG at 100% of last month’s Basic Pay for transfer to or from the island territories of Andaman and Nicobar Islands and Lakshadweep. Special-region transfers may also be covered by later clarifications concerning personal effects and family movement, so the main 2017 order should be read with the current circulars listed by the Department of Expenditure.
Same-city or under-20-km transfer: why residence matters
For a transfer to another station less than 20 km away, or a transfer within the same city, one-third of the normal CTG is admissible only where an actual change of residence is involved. A change in office desk or reporting unit without a residential move does not satisfy that condition.
Short-distance example
Basic Pay is ₹60,000. Normal CTG at 80% would be ₹48,000. If the transfer falls within the under-20-km or same-city provision and the employee genuinely changes residence, one-third of ₹48,000 is ₹16,000, subject to all other conditions.
Use the station distance accepted by the department, not an informal map estimate selected to cross a threshold. For a local residence change in Madurai, practical scope—stairs, lift, access and volume—can be discussed through the local shifting service, but the Government office decides whether the transfer rule’s distance and residence tests are met.
Both spouses transferred: CTG timing rules
The spouse-transfer provision prevents two independent full-grant assumptions for one connected household relocation. Under the principal order:
- If the spouse transferred later is transferred after 60 days but within six months of the first spouse’s transfer, 50% of the transfer grant may be allowed to the later-transferred spouse.
- If both transfers are ordered within 60 days, transfer grant is not admissible to the spouse transferred later under this provision.
- Where the separation is six months or more, the pre-existing normal provisions continue to apply.
Dates, the relationship between the two orders and whether the household actually moves once or in stages should be put before administration. Do not calculate the second claim in isolation. A staged family relocation also needs a practical plan, especially where one spouse remains in the old city temporarily.
Own-request transfer and “in public interest”
The 2017 order preserves existing provisions that can preclude transfer grant where the transfer is at the employee’s own request or otherwise than in public interest. A long distance between stations does not override that limitation. Read the wording of the transfer order and obtain confirmation if its category is unclear.
This is an entitlement issue, not something a moving company can certify. A mover can quote and document services actually supplied. It cannot convert an own-request move into an administrative transfer or guarantee that accounts will accept a claim. The site’s reimbursement explainer reinforces the difference between real expenditure and admissible expenditure.
Transportation of personal effects: Pay-Level-linked limits
Personal effects are the household belongings moved in connection with the transfer. Their transportation is separate from CTG. The entitlement structure in the principal Central order links Pay Level to rail/goods-container weight and a road rate.
| Pay Level | Personal-effects entitlement stated in the 2017 order | 2017 road rate |
|---|---|---|
| Level 12 and above | 6,000 kg by goods train, four-wheeler wagon or one double container | ₹50 per km |
| Levels 6 to 11 | 6,000 kg by goods train or one single container | ₹50 per km |
| Level 5 | 3,000 kg | ₹25 per km |
| Level 4 and below | 1,500 kg | ₹15 per km |
The order makes receipts and vouchers mandatory under the general personal-effects rule. It also removed the earlier city-classification approach for road transportation and prescribed a per-kilometre basis. A maximum weight is not an automatic cash payment for that weight. If 1,400 kg is genuinely moved, a 6,000 kg entitlement does not turn the consignment into 6,000 kg.
What does “up to 6,000 kg” mean?
It is an upper entitlement within the prescribed transport structure, not a prediction of household size. A compact 1BHK move may be well below the limit. A larger household may exceed it. The claim is still tested against the rules, actual movement and supporting records. For commercial planning, build a real inventory and request a survey through the house shifting service. The quotation-comparison guide explains how to compare scope instead of comparing only the final total.
Are packing, loading and unloading automatically added to the road rate?
Do not add cost heads by assumption. CTG and transportation of personal effects are distinct rule components, while a mover may present packing, handling and transport as separate or bundled commercial services. Ask the accounts office how the admissible calculation is applied to the actual bill. For service-scope clarity, review the pages on packing and unpacking and loading and unloading.
How the DA-linked road-rate increase works in 2026
The 2017 order says the road rates for transporting personal effects increase by 25% whenever Dearness Allowance rises by 50%. The Department of Expenditure’s order dated 22 April 2026 increased Central Government DA from 58% to 60% with effect from 1 January 2026. Applying the first 25% escalation to the original table gives the arithmetic figures below.
| Pay Level | 2017 base rate | Rate after one 25% escalation |
|---|---|---|
| Level 12 and above | ₹50/km | ₹62.50/km |
| Levels 6 to 11 | ₹50/km | ₹62.50/km |
| Level 5 | ₹25/km | ₹31.25/km |
| Level 4 and below | ₹15/km | ₹18.75/km |
Important: The escalated figures above are the mathematical result of applying the 2017 order’s automatic clause after DA crossed 50%; they are not a promise that distance multiplied by that figure will be paid in every case. Confirm the current rate, accepted distance, actual-expenditure restriction and departmental implementation with the DDO or accounts office before committing money.
For example, a Level 7 employee should not take a road distance from a consumer navigation app, multiply it by ₹62.50 and treat the answer as guaranteed reimbursement. The accepted station-to-station distance, permitted route, actual bill, entitlement and any departmental checks all matter. Commercial moving charges in Madurai are calculated from volume, labour, packing, access, route and vehicle requirements; that pricing method is not the Government formula.
Transportation of a car, motorcycle, scooter or bicycle
The conveyance component is also Pay-Level-linked. The principal table provides:
| Pay Level | Conveyance entitlement in the principal order |
|---|---|
| Level 6 and above | One motor car, or one motorcycle/scooter |
| Level 5 and below | One motorcycle/scooter/moped, or one bicycle |
That table states the category of conveyance; it does not mean every method or price is automatically accepted. Ownership, the manner of transportation, actual expense, receipts and the continuing general conditions under the Supplementary Rules may be relevant. Confirm them before arranging car transportation or bike transportation.
Keep household-goods pricing and vehicle-transport pricing intelligible even if one provider handles both. A separate scope can make it easier to understand which expense belongs to which entitlement head. The guides to bike transport documents and car transport documents cover practical records without changing the Government entitlement.
Worked examples: how to interpret the components
Example 1: Level 7, Madurai to Chennai
Assume an eligible civilian Central Government employee in Level 7 is transferred in public interest from Madurai to Chennai, has last month’s Basic Pay of ₹50,500 and changes residence. The stations are more than 20 km apart.
- Normal CTG calculation: ₹50,500 × 80% = ₹40,400.
- Travel class falls in the Level 6–11 row, subject to route and booking rules.
- Personal-effects category is up to 6,000 kg within the prescribed structure; actual admissibility is not automatically the maximum.
- One motor car or one motorcycle/scooter is the conveyance category for Level 6 and above, subject to conditions.
The employee should obtain a real inventory-based quotation, not ask a mover to make the bill equal ₹40,400 or any other entitlement figure. Route planning is available on the Madurai-to-Chennai page; the claim decision stays with Government accounts.
Example 2: Level 5, Madurai to Coimbatore
Assume last month’s Basic Pay is ₹35,400 and the normal CTG conditions apply. CTG is ₹28,320. The travel row for Level 5 and below applies. The personal-effects ceiling in the principal table is 3,000 kg, with a 2017 base road rate of ₹25/km and the first DA-linked escalation producing ₹31.25/km. The eligible conveyance category is a motorcycle, scooter, moped or bicycle—not a motor car.
A commercial plan for the Madurai-to-Coimbatore route may include packing materials, floor access and delivery scheduling. Those operational cost drivers should not be confused with the Pay-Level table.
Example 3: office changes within Madurai, residence unchanged
An employee is posted to another office in Madurai but continues living in the same home. The short-distance/same-city CTG provision requires an actual change of residence, so the employee should not assume one-third CTG merely because the reporting office changed. The order and circumstances should be put to the DDO for a written view.
Example 4: quote higher than possible admissibility
A mover quotes ₹82,000 after surveying a large household, but the employee’s preliminary reading suggests a lower Government ceiling. Three sensible options are to reduce the commercial scope, pay any non-admissible difference personally after an informed decision, or obtain an official clarification before booking. The answer is not to alter the inventory or request a false invoice. Check the hidden-charge guide and the page on questions to ask before booking so the commercial decision is transparent.
Is the 60-day submission limit part of the current Central framework?
Yes. The Department of Expenditure’s 13 March 2018 order states that TA/DA claims for tour, transfer and training are to be preferred within 60 days after completion of the journey, failing which the claim is forfeited or deemed relinquished under that order. Separately performed employee and family journeys are counted separately. For personal effects and conveyance, the 60 days run from actual delivery at the new station.
This deadline is important but should not be used as a reason to postpone file preparation until day 59. Obtain the current form and office procedure early, because an incomplete packet may be returned. Retirement-journey amendments and LTC rules should not be imported into a serving employee’s transfer claim; they are separate subjects.
One short note on evidence
Entitlement still needs evidence. Preserve the transfer order, relevant travel proof, genuine mover quotation and final invoice, payment evidence, inventory or packing record, consignment/LR record where issued, vehicle records where claimed and delivery acknowledgement as applicable. Departments differ on forms and originals, so use the dedicated government transfer TA/DA documents guide instead of treating this entitlement article as a universal checklist.
How to make an informed mover-booking decision
First establish the entitlement boundary; then obtain the commercial price. A proper survey should capture the real inventory, origin and destination access, dismantling needs, fragile items, appliances, vehicle movement and any delivery constraint. The guide on preparing before packers arrive helps reduce last-minute scope changes.
Compare like with like. One quotation may include cartons, wrapping, dismantling, loading, transport, unloading and basic reassembly; another may exclude several of those items. A low headline figure can rise on moving day if the scope is vague. Verify the provider using the mover-verification checklist and understand risk protection through the transit-insurance explainer.
Do not book solely because someone claims to know how much Government will pay. Ask instead what will be packed, which vehicle or transport arrangement is proposed, the expected delivery window, what is excluded, how damage is reported and which genuine transaction documents will be issued. The house-shifting scam checklist and customer review page are useful due-diligence starting points.
For short-notice orders, separate what must travel now from what can follow. Keep medicines, identity papers, Government files, jewellery, keys and immediate-use clothing personally. The short-notice transfer page and the focused government transfer packing checklist offer operational ideas, while the entitlement remains governed by the correct service rule.
Common 7th CPC transfer-rule mistakes
- Using gross salary for CTG: the prescribed calculation uses last month’s Basic Pay.
- Treating CTG as the entire move benefit: travel, personal effects and conveyance are separate components.
- Assuming the weight ceiling is a lump-sum payment: it is an entitlement boundary, not proof of actual weight or cost.
- Applying Central rules to State, Railways, Defence, bank or PSU employees: the governing instrument must be identified first.
- Ignoring the actual-residence-change condition: it is central to the same-city/under-20-km CTG provision.
- Using 2017 road rates without checking the DA-linked clause: the order contains an automatic escalation mechanism.
- Assuming entitlement equals invoice: actual expense and admissibility are separately tested.
- Calculating both spouses’ CTG independently: the timing provision needs to be applied.
- Importing a retirement relaxation into a serving transfer: later retirement-specific rules have a different scope.
- Waiting too long to claim: the Central timing order uses separate 60-day triggers for journeys and delivery of effects/conveyance.
For an intercity move, the common intercity-shifting mistakes page addresses the physical risks that sit outside the entitlement calculation. If the posting is towards Tiruchirappalli, use the Madurai-to-Trichy route guide for route-specific planning, not as a substitute for a TA order. The Packers and Movers Madurai homepage provides the current site-wide service overview.

Frequently asked questions
How much CTG is allowed on a normal Central Government transfer?
For a qualifying transfer involving a change of station of 20 km or more, the principal 7th CPC order provides CTG at 80% of the employee’s last month’s Basic Pay. The nature of transfer and other governing conditions still apply.
Is DA added to Basic Pay for calculating CTG?
No. CTG is calculated on the prescribed last month’s Basic Pay, not on Basic Pay plus DA or on gross salary. DA is relevant separately because the personal-effects road-rate table has a DA-linked escalation clause.
Is transfer TA the same as monthly Transport Allowance?
No. Monthly Transport Allowance relates to ordinary commuting between residence and duty. Transfer travelling allowance concerns an authorised transfer and can contain travel, CTG, personal-effects transport and eligible conveyance transport.
Can I receive CTG if my new office is in the same city?
The same-city or under-20-km provision generally allows one-third of normal CTG only when an actual change of residence occurs. Merely changing the office while staying in the same home does not meet that stated condition.
Does the Government reimburse the complete packers and movers bill?
Not automatically. The bill is evidence of actual commercial expenditure; reimbursement is limited by the applicable entitlement, transfer conditions, admissible route or mode and scrutiny by the competent authority.
What is the personal-effects limit for Level 6 to Level 11?
The principal 2017 order states up to 6,000 kg by goods train or one single container for Levels 6–11, with road transportation regulated on the prescribed per-kilometre basis. “Up to” is a ceiling, not an automatic payment.
What road rate should be used after DA crossed 50%?
The original rate for Levels 6–11 and Level 12+ was ₹50/km. Applying one 25% increase under the order’s DA-linked clause produces ₹62.50/km. Level 5 similarly becomes ₹31.25/km and Level 4 or below ₹18.75/km. Confirm the operational rate and calculation with accounts.
Can a Level 5 employee claim car transportation?
The principal conveyance table gives Level 5 and below an entitlement for one motorcycle, scooter, moped or bicycle. The motor-car option appears in the Level 6 and above row.
What happens when both husband and wife are transferred?
The later spouse’s CTG can depend on timing. Within 60 days, the later spouse is not allowed transfer grant under the stated provision; after 60 days but within six months, 50% may be allowed. Put both orders before the competent authority.
Are own-request transfers eligible for normal CTG?
Do not assume so. The 2017 order preserves existing provisions that may preclude transfer grant for a transfer at the employee’s own request or otherwise than in public interest. Check the transfer order and governing rule.
How soon must a Central transfer TA claim be submitted?
The Department of Expenditure’s 13 March 2018 order uses a 60-day period after completion of each journey. For personal effects and conveyance, it runs from actual delivery at the new station. Verify any current department-specific workflow immediately.
Do these rules apply to Tamil Nadu Government employees?
Not automatically. Tamil Nadu has its own orders and Travel Allowance Rules. A State employee should identify the applicable Tamil Nadu order and any departmental instructions rather than treating the Central 7th CPC table as the State entitlement.
Can a mover guarantee that my claim will pass?
No. A mover can provide a genuine quotation, carry out the agreed service and issue records for the real transaction. Only the Government’s competent authority can decide eligibility, admissibility and reimbursement.
